Cell Library to Dwg Blocks  - Blocks are too big.

In translating the attached cell library, we have found that the blocks were 8,000x larger than the cells. Is it possible our "Units of Resolution" setting (set at 12 per 8,000) in Microstation is affecting the scaling of these translated cells? What can we do to correct this problem?
