A: Ignoring already translated references

There is no way to test if a file has already been translated. You can use rules to select the files to create Xrefs for. For example: If FileName=border Then FileToXref Endif or If ReferenceLogical=Border Then FileToXref Endif

All other files would then be merged, the Cats default for Dgn to Dwg translations.
