Mulitipule xrefs to Refs

I have autocad files with several xrefs attached in paperspace. I need to get them to convert to a reference file. The way it is set up now is I am getting a dgn file with the model space stuff and a s01 file with the paper space stuff but I am not getting any of the xref stuff to show. What am I doing wrong?
